Roxby Council pays tribute to former Administrator Geoff Whitbread, acknowledging his dedicated service and leadership to the community.
Geoff served as Administrator from 2016 until his retirement in May 2025. During his tenure, he introduced public Council meetings to promote transparency in decision-making and led the recruitment of the inaugural Chief Executive. These initiatives strengthened accountability and fostered improved communication, consultation, and community engagement.
His legacy is reflected in the many initiatives and improvements delivered for the community, including the Kokatha Town Entry Statements, redevelopment of the Sports Precinct featuring new changerooms, multi-purpose netball and tennis courts, and LED lighting, as well as the off-leash dog park and Kokatha Art Development Project. He also oversaw the implementation of the Roxby horticultural plan to address climate change and enhance liveability, along with projects such as the Gidja Munda Pump Track, Roxby Link splashpad, Richardson Place Art Mural by artist Sam Brooks, development of the Hermit Street Nature Playground, and upgrades to existing playgrounds.
In addition to these achievements, Geoff played a pivotal role in overseeing Roxby Downs’ obligations under the Roxby Downs (Indenture Ratification) Act, working in close partnership with the Department of Energy and Mining and BHP. His oversight ensured that Council’s responsibilities under the Indenture were diligently fulfilled, supporting effective collaboration between government, industry, and the community. Geoff’s commitment to upholding this complex legislative framework further strengthened the town’s governance foundations and helped maintain the successful operation and long‑term sustainability of the Roxby Downs community.
Council extends its sincere condolences to Geoff’s wife, Carol, his family, and friends, and to all those who had the privilege of working alongside him.
