Welcome to the Municipal Council of Roxby Downs Annual Report for 2023-2024.
Council continues to tackle the escalating cost of doing business; which had a significant impact on the budget throughout the 2022-2023 financial year. Therefore, in June 2023, during preparations for the 2023-2024 Annual Business Plan and Budget, Council found it necessary to set a rate increase of just over seven percent, consistent with the March 2023 Adelaide CPI of 7.9%. Despite the increase, our rate increase was equal to or less than most other Local Government areas, and most significantly, it was less than the rate of inflation.
Notwithstanding record capital expenditure, Roxby Council remains one of the few debt-free Councils.
Key achievements for the 2023-2024 year include:
- Opening of the Gidja Munda Pump Track
- Completion of the $7m Sports Precinct Upgrade Project
- Launch of Stage 1 of the Horticulture Project, a climate change initiative
- Commencement of the installation of a Weighbridge at the Opal Road Waste Management Facility
To future-proof living in Roxby Downs and to provide the best opportunity for achieving more shade, the Council has committed to developing and maintaining the Roxby Downs Horticultural Project. This project aims to increase the rate of sustainable plantings with species selected for their;

- viability
- environmental benefit
- cultural significance
- drought tolerance
